in matters like this ,it needs the intervention of the government to give a helping hand .and not the government alone.the other institutions like NGO'S could also offer them help and forgetting the internationl organization as a whole.
HONESTLY THE HELP OF GOD IS THE NUMBER ONE FACTOR .
