Its a creative way of recycling fiber that would only be burnt or clog drains or be dumped in landfills.

neccessity is the mother of invention. here the neccessity is survival and invention is the way the wasted plastic bags are re-used. the woman has found a way to make some money to keep her body and soul together and this goes on to display the never die attitude that most people in India have.
I wish she could read all these comments! I admire her!
